JOB SUMMARY:
About the Agency
The incumbent serves as the applications and database project manager and represents the Field Operations (FO)as the technical expert for application and system requirements. In addition, the incumbent is responsible for data model development, and evaluating Computer Assisted Software Engineering (CASE) Tools for data administration and Information Systems Planning (ISP) need and systems inventory.

The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Participates as a Plant Protection and Quarantine (PPQ) Information Technology (IT) team member and provides technical support to customers relative to planning, designing, developing, distributing, and maintaining Field Operations program application database systems.
Applies analytical process and software engineering design, planning, and implementation of new and improved information systems to define opportunities for new or improved business processes applied at the regional level.
Assesses, analyzes, and documents customer needs for IT applications, systems analyst and programming services based on interviews with customers.
Creates software applications specific to customer needs using a variety of operating systems, software packages, database management systems and programming languages to enhance the customer’s ability to collect, process, store and retrieve data, and produce reports.
Independently plans for the development and delivery of IT goods and services based on priorities established by the FO customers.
Provides technical leadership to IT staff, emergency program directors, and FO operations managers on all aspects of database/ applications development and administration.
Coordinates and participates in the development of project definitions, information needs analysis, feasibility and cost-benefits studies, application development, and implementation strategies.
Works to enhance the computer literacy within the user community by providing technical consulting and developing user guides and other training tools to achieve basic knowledge of information technology equipment, systems, and applications.
Responsible for application analysis and design process based on the understanding of the agency business plan including researching and gathering appropriate data using the latest data analysis techniques.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.
FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience equivalent to the next lower level that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Knowledge of Visual Studio, SQL databases, relational database systems, GIS technology, computer graphics, Windows/IOS, Desktops, mobile devices, and web software sufficient to make recommendations on the use of databases to meet business needs.
Experience with authentication encryption using .NET for eAuthentication connectivity.
Experience analyzing situations and determining new mobile Application requirements to enhance system performance.
Experience writing and editing information during the mobile development process that describes application design and functionality.
OR Applicants must have completed 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in computer science, software engineering, information systems management, mathematics, operations research, statistics, or technology project management, application architect or other directly related field.
Equivalent combinations of education and experience are qualifying for this grade level.
